So why, despite its clear and wide-reaching benefits, does adult education continue to be undervalued and underfunded?

With the right support, adult learning can address multiple challenges at once-from closing skills gaps and tackling social isolation to reducing inequality and strengthening communities. This campaign seeks to shift the narrative: adult education isn’t a cost-it’s a strategic investment in our collective future.

By helping policymakers recognise its value and commit the resources it deserves, we can unlock its full potential to transform lives, empower communities, and drive sustainable growth. When we prioritise adult learning, we create opportunities that benefit individuals, employers, and society alike.

A message from David Hughes

“In a rapidly changing world, with technology advancing at pace, climate change and jobs requiring all sorts of new skills, adult education must become a high priority. We risk millions of adults being left behind, without the basic skills to participate in society let alone find rewarding and secure work. We risk employers struggling to find people with the skills needed to be productive. We risk all of that spilling over into bigger schisms in our society between those who will embrace change and adapt, and those who are unable to.

Our adult education pays campaign aims to bring these arguments and the evidence of need to a wider group of people. We want to generate the debate we need in this country to move us to a stronger culture of lifelong learning. Ultimately we want to see more investment in every adult, to ensure that we can face the future together, with strong communities, greater cohesion and tolerance and a stronger economy.

Adult education really does pay - for people, communities and the economy. Investing in it pays an enormous return which benefits us all."

HOLEX has long championed the need to improve investment in adult education, as a powerful driver of economic growth and social progress. This campaign emphasises this critical point. A well-funded adult learning system is essential to closing skills gaps, boosting productivity, and enabling individuals to access secure, well-paid employment.

We are so proud to be championing lifelong learning locally, having recently launched our Doncaster Skills Hub, which brings a huge variety of accessible, funded learning opportunities to the doorsteps of our residents, with a diverse range of course areas that responds to skills gaps and local need.

But it’s not just about providing opportunity – it’s about encouraging and inspiring residents to want to better their life chances by engaging in lifelong learning, shifting perspective on skills and helping more people in our city to recognise and fulfil their potential. At a time when demand for English language learning has never been greater, ESOL provision has borne the brunt of cuts to adult education in England over the last decade and a half; ESOL enrolments fell by more than a third during the 2010s and real-terms funding by more than half.

ESOL courses don't just help people into jobs (though they do that too!): they empower individuals, strengthen communities, promote cohesion, improve health outcomes, enhance prosperity, counter misinformation...
