Opportunity England: a collection of in-depth policy papers

Building on the Opportunity England paper and research commissioned by AoC, we published a new report, 100% opportunity: the case for a tertiary education system, in April 2024. This report set out what a system that serves everyone would look like. In consultation with AoC Strategy and Reference Groups we are now publishing a series of 14 policy papers which further develop our thinking.

The education system in England is rightfully celebrated for its excellence – however, what is needed is a tertiary system that is fairer, more efficient and more effective than the system we now operate in. This document sets out what leads us to this conclusion and proposes comprehensive changes that would create a tertiary education system that serves the needs of all individuals and the economy.

Whoever wins the next general election faces many well-documented challenges, including the threat of recession, stagnating growth and productivity, and ever-widening skills gaps across the economy. Tackling these, and building an economy fit for the future will require bold action, and a cohesive education and skills training system, set up and supported to deliver for people, businesses and for communities.
