AoC responds to Sir David Bell's independent review into antisemitism

18 August 2026

AoC welcomes the emerging findings from Sir David Bell's independent review into antisemitism in schools and colleges, which underline the importance of ensuring that every learner can study in an environment that is safe, inclusive and free from prejudice.

The early evidence highlighted by Sir David Bell points to continuing concerns about antisemitic incidents affecting Jewish students and staff, alongside the wider challenge of tackling hatred and discrimination in educational settings. The review has also identified examples of positive practice across schools and colleges, demonstrating the commitment of education leaders to responding to incidents and supporting affected students.

AoC believes the findings reinforce an important message that while many colleges are already taking proactive action to prevent and respond to antisemitism, this approach must become more comprehensive, consistent and embedded across the entire further education sector.  We will continue working with Department for Education and colleges to inform the recommendations.

Jeff Greenidge, Director for Diversity and Governance, said: "Colleges have a vital role in bringing people together, promoting understanding and creating inclusive communities. We recognise the evidence emerging from Sir David Bell's review and welcome the focus on ensuring that antisemitism is identified, challenged and prevented wherever it occurs.

“Across the sector we see many examples of colleges taking proactive action through staff training, student engagement, clear reporting mechanisms and partnership working with local communities. However, good practice should not be dependent on geography or circumstance. It needs to be comprehensive and consistent across all colleges.

“AoC's Equity, Diversity and Inclusion Charter already sets out this expectation. The charter commits colleges to creating inclusive cultures where all learners and staff are respected, valued and able to thrive. The principles of the charter emphasise leadership, accountability and continuous improvement in tackling all forms of discrimination, including antisemitism.

“The emerging findings from the review provide an important opportunity for the sector to reflect on current practice, strengthen prevention measures and ensure that colleges are equipped with the knowledge, confidence and resources needed to respond effectively to incidents when they occur.

“AoC looks forward to engaging with the final recommendations of Sir David Bell's review and working with government, sector partners and communities to ensure that further education continues to be a place where all students feel safe, welcomed and able to succeed.”
