Colleagues from the DWP Apprenticeships Funding Team would like to meet with colleges to discuss their review of the Learning Support policy for the main apprenticeship programme. 

DWP welcomes the views and expertise of colleges to help shape a policy that is fit for purpose, supports learners and providers effectively, and delivers value for money.

The key objectives of this review are:

  1. To assess whether the current policy approach (how providers assess learners and evidence requirements) and claim model (how providers claim, when they claim, and how much is claimed via the ILR) remain fit for purpose, support our simplification objectives, promote quality outcomes, deliver value for money, and meet the needs of providers and learners.
  2. To understand the issues and concerns providers have with the current policy.
  3. To assess whether a more streamlined and less bureaucratic approach is needed to ensure all providers are accessing Learning Support to help apprentices who require reasonable adjustments.
  4. To identify and propose solutions to address issues raised by providers while maintaining appropriate levels of assurance, compliance, and value for money. 

DWP vision is to:

  1. Have a policy and process that is fit for purpose and meets the needs of learners and providers.
  2. Enable providers to have the confidence to claim this support.
  3. Simplify processes for providers, reducing administrative burden.
  4. Ensure all eligible learners receive the support they need to successfully achieve their apprenticeship.
