REPORT | Skills for life, work and place
21 October 2026
We’re pleased to share Skills for life, work and place, the report of an inquiry by the All-Party Parliamentary Group (APPG) on Further Education and Lifelong Learning, supported by the Association of Colleges (AoC) in its role as the APPG’s secretariat.
Drawing on evidence from more than 150 contributors and international experts, the report examines how adult and technical education can respond to global challenges, including artificial intelligence, the green transition and changing labour market demands. It makes the case for adult education as a public good that supports not only vocational skills and economic growth, but also community wellbeing, social inclusion and personal empowerment.
The report sets out 12 recommendations to strengthen adult education, including more flexible, multi-year funding arrangements and lifelong learning entitlements.
- Responding to global change: Examines how adult education can help people and businesses adapt to AI, digital automation and the transition to net zero.
- Recognising wider social benefits: Highlights the contribution of lifelong learning to public health, civic participation and social cohesion, alongside economic growth.
- Setting out practical reforms: Makes 12 recommendations covering qualification design, long-term investment and access to lifelong learning.
