Government are currently consulting on a literacy and numeracy provision as part of this consultation. This consultation closes in October 2011.

A BIS review of literacy and numeracy provision is also under way, drawing on the expertise of practitioners, a range of other stakeholders and other reviews such as those by the National Institute of Adult and Continuing Education (NIACE) and Ofsted. In addition, a review of research and evaluation literature has been undertaken which brings together what is currently known about improving adults' literacy and numeracy skills, including international evidence, and identifies where evidence-gaps exist which will be considered as part of the review. BIS will report the findings of its review in autumn 2011.

How the issue affects Colleges:

  • What are the key features of underperformance in literacy and numeracy?
  • How will the government respond to the Boswell Inquiry on literacy? What does this mean for policy?
  • How can provider's best tackle these challenges and secure further improvement?
  • Making better use of data to assess the recruitment and performance of different learner groups
  • Improving initial assessment of those in need
  • Best practice strategies on numeracy and literacy i.e. how to have a clear management strategy; this conference should identify best practice for providers
  • Observation of teaching and training - tutors receiving feedback on their teaching, increasing tutors' technical skills
  • Improving self assessment reports
  • Exploiting technology to advance learner's needs in numeracy
  • Developing practical and vocational teaching applications for learners
  • Monitoring take-up for those who need literacy and numeracy skills
