Funding for further education has not been this tough or uncertain for years.  Cuts to adult funding, two new national agencies and a new role for local councils guarantee that funding will be complicated this year and that it will change in the months to come.  There are new pressures on the budget for 16-19 education, changes to Train to Gain and new programmes for the unemployed.
