Government invests some £6.7bn a year into education and training through its funding bodies, the Young Persons Learning Agency (YPLA) and the Skills Funding Agency (SFA), educating more 16 to 18 year olds than schools, enrolling more young adults (aged 19 to 30) than universities and helping more than three million people each year achieve personal goals through education and training.

Given this central role in implementing government policies, it is no surprise that the majority of College income comes from Government. Colleges rely on the YPLA / SFA for more than 77% of their income, but reliance ranges from 45% for some land based Colleges to just under 99% for some Sixth-Form Colleges.

2009/10 Funding rates

At the 2008 AoC conference, LSC staff confirmed the following changes to funding rates for 2009-10: 

  • 2.1% increase in 16-18 FE rates to £2,920 per Standard Learner Number (SLN)
  • 2.1% increase in 16-18 school sixth form rates to £3,007 (ie no movement here to close the funding gap in 2009-10)
  • 2.1% increase in the 16-18 apprenticeship rates to £2,920
  • 1.5% increase in the 19+ adult responsive rate to £2,817 plus the already announced increase in the fee assumption to 47.5% (implying a 13.1% increase in the fee assumption)
  • 4.5% increase in the Train to Gain rates to £2,987
