UKBA have announced a four week review of PBS, which must report to the Prime Minister in December 2009. The review will answer the questions contained within the letter attached here.

United Kingdom Border Agency and AoC - JET
The United Kingdom Border Agency (UKBA) meets education groups on a regular basis to discuss the implementation and running of the rules regarding the recruitment of non-EEA students.
These meetings include the Joint Education Taskforce (JET), which meets quarterly, or more frequently, the IT development sub-group and the child visa sub-group. AoC is represented on all of these groups and argues for regulation that is sympathetic to Colleges.

AoC overview of PBS for Colleges: Tiers 4, 5 and 2
Data field entries for on-line offers required from Autumn 2009
Please be aware that your MIS staff should know that the following data fields will be required for some students under the online sponsor management system (SMS) from Autumn 2009. Colleges offering places will need to submit the offer to students on-line under the new system from Spring 2010. Paper letters can be sent as well, if you wish, but the primary application has to be via the UKBA SMS. A confirmation of acceptance to study (CAS) will be issued; students applying for visas will need this number when submitting their visa application.

Identity Cards for Foreign Nationals
UKBA issues identity cards to non-EEA foreign nationals, and their dependants, who are granted further leave to remain in the UK within certain categories (student and marriage / civil partnerships / unmarried couples). All those applying for further leave to remain under the categories above will be required to enrol their biometric details at one of seven UK offices. Successful applicants will then be sent the card by secure delivery.
Cards will show the holder’s photo, name, date of birth, nationality and immigration status and also has an electronic chip for biometric details. The card will help employers, educational establishments and other public service providers to understand a migrant’s immigration status via a single document.
